 To define the concept of Comparative Public Administration (CPA) we should have knowledge about the following fundamental concepts of the terms.

Comparative: To compare one thing with the other one.

Public Administration: To administrate the public with in a society or country.

So, we can conclude that comparative public administration means, "To compare the methodology and techniques of administrating the public within a country with the methodology and techniques in another country".

It is seen that attitude of the public administrators varies from countries to countries. The administrative system and administrative behavior of European countries is different from that of the Asian countries. Moreover, administration tools in developed countries are different from developing countries. The administrative tools in the developed countries are more effective than the developing countries so that they are more effective in delivery. They have more resources and finance to deliver their best.

Secondly, the administrative psyche also varies from country to country. The way of delivering to the public also varies according to the tradition and culture of the country. There are a number of factors that influences the methods of delivering the services to the public. Moreover, expectations and priorities also vary from country to country.

Corruption is considered as a biggest hurdle in the way of development for underdeveloped countries, While, the developed countries have overcome that problem by using different effective administrative tools. Same cases in the other administrative matters, the developed countries are developed because they have more effective administrative system compared to the developing or underdeveloped countries.

In organizational prospective, some organizations believes on soft Human Resource Management while in others, administrative psyche consist of Hard Human Resource Management. Some of the organization may have very few resources so that they might be less innovative while other organization may be more innovative because of spending on the research and development. So the Administration psyche also varies from organization to organization.

Objectives of Study:

The study of comparative public administration is very helpful for the administrative to understand the different techniques and methods of managing the people and their behavior. They can choose the right policy at right place for getting the best results. The purpose of this comparison may be to suggest to the government of the country the better results of the methodology used in another country. Government usually goes through this process for implementing the best policies suitable to them.

The study of Comparative Public Administration (CPA) is very helpful to the government for understanding what kind of policies will improve the quality of delivery to the public. Especially, the developing and underdeveloped countries are facing many challenges like corruption, favoritism etc. So, a comprehensive study is very beneficial to them.
